Man Arrested for Assault After Incident at Wicomico County Government Building

SALISBURY, MD - Deputies from the Wicomico County Sheriff's Office arrested a man on September 26, 2025, following an altercation at the Wicomico County Government Office Building. Robert Glenn Horn was taken into custody after allegedly pushing a security officer and refusing to cooperate with law enforcement.
The incident began when Horn attempted to enter the building's first floor elevator without following proper security protocols. The on-duty security officer reported that Horn failed to sign in and provide his name as required by building policy.
When the security officer informed Horn that he needed to "sign in," he became irate and pushed her while attempting to use the elevator. The security officer immediately contacted law enforcement for assistance.
Deputies from the Wicomico County Sheriff's Office arrived at the scene and found Horn continuing to be uncooperative. He refused to provide his name and personal information to officers despite multiple requests. Law enforcement warned Horn that failure to comply would result in his arrest.
After several attempts to obtain the necessary information, Horn continued to refuse cooperation.
Officers arrested him for obstructing and hindering a law enforcement investigation. The charge was filed because Horn would not provide the information needed to complete an investigative report regarding the incident with the security officer (assault).
Horn was taken into custody without further incident. He faces two charges: Assault in the Second Degree for pushing the security officer, and Obstructing and Hindering a Law Enforcement Investigation for his refusal to cooperate with deputies.
The investigation into this matter has been completed, and Horn's case will proceed through the court system.
